The loophole whereby the Speaker of the House can be any American could be utilized to develop a rotating "issue-Speaker" and "issue sub-Congresses" specifically deputized by Congress to develop ideas and options in more depth than committees, through following a structured "27 Questions" paradigm-generation and paradigm-evaluation format for continually developing fresh ideas which undergo deep evaluation for long-term impact, pros and cons, interrelations, and whether and how to institutionalize. These reforms could also lead to the creation of a National Reservoir of Ideas as well as a National Aqueduct of Ideas.
